Now, let’s reflect on the position of Sibawayh, whether he said: It is the movement of the rhyme or the final letter, or he used his prepositions to return this dissent to its origin, as Sibawayh and El Khalil did in the factor and applied theory. The value of this research stems from the fact that it highlights these witnesses in the most important grammatical book. Let’s get to know Sibawayh’s approach from it, and whether his position was correct, or he needs consideration and discussion? The nature of the research required two subjects, preceded by an introduction and a preamble, followed by a conclusion and a list of sources and references. The introduction examined the research plan, its significance, and the methodology used. As for the preamble, I addressed the phenomenon of contradiction between the rules of grammar, prosodic rules, music in the rhyme and the final letter, besides, the way by which scholars perceived the irregular rhyme. This research included two subjects as follows: First - Witnesses in the parsing and building of verbs, which are thirteen. Second - Witnesses in the sections of nominatives and accusatives of nouns, which are three. Also, the collapse of oilprices since the middle of 2014 has contributed to the aggravation and deepening of thisdeficit, and Algeria has taken a set of mechanisms to fill the deficit of the state's generalbudget, which includes the deduction from the Resource Control Fund as well as raisingprices, regardless of oil derivatives. This has affected negatively the efficacy of the means produced in facing this pandemic and its dangerous effects on sustainable health security and public health for future generations, as this situation has demonstrated the modern state's gradual abandonment of the social circle voluntarily or involuntarily. This has caused a situation that calls for stimulating popular participation in facing these crises through a legal and institutional framework in which financial contributions are collected and distributed on various fronts, in a manner that ensures the activation of some financial and charitable systems inspired by the knowledge and civilization balance of nations; such as Islamic endowment system that carried out this responsibility with a high degree of ingenuity and efficacy in past time. This study will be an analytical approach to the possibility of engaging the endowment system and charitable work in the state’s efforts to achieve sustainable health security, through the idea of endowment funds and thence through health endowment funds along with the recently created National Health Security Agency, in order to confront the risks of this type of crisis and global epidemics, and developing scientific research, health reform programs, and the health system with all its components, through reducing the burden of the state's general budge.
