ملخص الدراسة:
أغلب الدول مقيدة بأن تنتج شكل كفء خاصة في مجال الإنتاج الزراعي وذلك للحفاظ ولحماية مصادر المياه المتاحة. والزراعة الحديثة والتي تعد أكثر الطرق كفاءة وخاصة الهيدروبونيك والأكوابونيك تعد هي الحل السحري لهذه الدول التي تعاني بشكل أساسي من الندرة النسبية لمصادر المياه. الهدف الرئيسي لهذا البحث هو إلقاء الضوء على أهمية مثل هذه التكنولوجيات في الاستخدام الكفء للمياه وتعزيز المعرفة للمستثمرين المرتقبين عن كيفية تشغيل هذه التكنولوجيات لإنتاج منتجات غذائية آمنة وذات كفاءة عالية, حيث يمكن لكلاً من الهيدروبونيك والأموابونيك المساهمة بشكل فعال لإتباع الطلب المتزايد على المنتجات الزراعية في مصر خلال الفترة 1995-2018, باستخدام منهجية ARDL لتحديد العلاقة طويلة و قصيرة المدى بينهما. وتوصلت الدراسة إلى تحقق اختبار الحدود من وجود التكامل المشترك بين المتغيرين الأكوابونيك والهيدروبونك ومستوى الإنتاج الزراعي في مصر حيث مكنها من لتحقيق هدف مزدوج: زيادة المنتجات الزراعية الآمنة بأقل استخدام للمياه وكذلك تخفيض الاعتمادية على العالم الخارجي من خلال الاكتفاء الذاتي من هذه المنتجات.
هدفت الدراسة الحالية إلى التعرف على أثر التواصل غير اللفظي على التربية النفس حركية لدى أطفال التوحد (درجة متوسطة) بعمر (5-7) سنوات في المركز النفسي البيداغوجي بولاية باتنة، وقد اشتملت عينة الدراسة على 40 طفل (ذكور) ممثلة في مجموعة تجريبية واحدة . ولجمع البيانات تم تطبيق الاختبار النفس التربوي (PEP3) ومقياس(VBMAPP)، وهذا بعد خضوع الأطفال لنشاطات تحوي مهارة التقليد الحركي من التواصل غير اللفظي (BOREL MAISONNY). وقد توصلت الدراسة إلى النتائج التالية: توجد فروق دالة إحصائيا بين القياس القبلي والبعدي لصالح القياس البعدي في تحسين المهارات الحركية تعزى لدور مهارات التقليد الحركي من التواصل غير اللفظي، لأن الطفل التوحدي في هذه المرحلة بحاجة إلى برامج تدريبية لتطوير مهاراته التواصلية مع من يحيطون به للتقليل من حدة سلوكياته الغير مرغوبة والغير مقبولة اجتماعيا، لعدم قدرته على التواصل بسبب مشكلاته الحسية، وسلوكه النمطي.
This study investigates the effect of non-verbal communication on the psychomotor education of autistic children (intermediate degree) at the age of (5-7) years in the pedagogical center of batna. The study sample included 40 (male) children represented in one experimental group; to collect data we applied the educational psychological test (PEP3) ,and the (VB-mapp) scale,after the children have undergone activities that contain the skill of kinesthetic imitation of non-verbal communication (borel maisonny).The study found the following results :There are statistically significant differences between the pre and post measurement in favour of the post measurement in improving the motor imitation skills of non-verbal communication; the autistic child needs early training programs to develop his communication skills with those around him ,also to reduce the severity of his socially unacceptable behavior ,due to his inability to communicate, and his sensory problems.

مما لا شك فيه أنه لا يمكن تعظيم الاستفادة من الاقتصاد الرقمي دون المرور بنشر الثقافة المالية بالمؤسسات المختلفة والقدرة على احتواء وإدراج جميع الأفراد على الوصول إلى الخدمات والمنتجات المالية بما فيها الخدمات المصرفية الإلكترونية، حيث إن أهمية تعزيز مستويات الثقافة المالية والوصول إلى الخدمات المالية ستنعكس ايجابيا على درجة تطور وعمق واستقرارالقطاع المالى والمصرفي من جهة، وعلى تعزيز افاق النمو الاقتصادى ودفع عجلة التنمية من جهة اخرى. ولذلك فإن نشر الثقافة المالية وإتاحة الحصول على الخدمات المالية الرسمية مثل الحسابات المصرفية والمدفوعات الإلكترونية لجميع شرائح المجتمع وخاصة الفئات المستبعدة أو غير المستفيدة من الخدمات المالية والمصرفية في منظومة النظام المالي الرسمي تلقي اهتماما ملحوظا من قبل المؤسسات المالية والمصرفية في كل من البلدان المتقدمة والنامية على حد سواء.
تهدف هذه الدراسة إلى تسليط الضوء على الخلفيات التاريخية للأطماع الفرنسية في الصحراء الجزائرية، والحرص البالغ للاحتفاظ بها أرضا فرنسية أثناء الثورة الجزائرية، وحتى نضع معركة البترول الجزائري في نطاقها الحقيقي يجب أن نعلم أن الفرنسيين عندما اكتشفوا البترول سنة 1956 جنّدوا كل ما لديهم من طاقات لتحطيم الثورة عسكريا حتى يتمسكوا بالصحراء ويسيطروا على خيراتها لخدمة مصالح فرنسا الاقتصادية وتفرض هي نفسها كدولة قوية تكون لها كلمتها في العالم. بسبب تصدي جيش التحرير الوطني لها عجزت فرنسا عن تحقيق مشروع "الصحراء فرنسية" عسكريا فحاولت بترها بمفاوضات استعملت خلالها ألوانا من الدهاء والمكر الاستعماري، أعطى هذا تفسيرا لموقفها المتردد أثناء سير المفاوضات مع الحكومة المؤقتة للجمهورية الجزائرية، لكن الثورة الجزائرية ظلت متمسكة بمبدأ وحدة التراب الوطني كشرط من شروط الاستقلال وتحقيق السيادة الجزائرية على الصحراء، فجندت هي كذلك مصالحها الخاصة لكشف مخططات فرنسا خلال المفاوضات إلى أن تمكنت من نزع الاستقلال من فرنسا دون المساس بوحدة التراب الوطني الجزائري.
This study aims to highlight the historical backgrounds of French ambitions in the Algerian Sahara, and the keenness to retain it on French territory during the Algerian revolution. In order to put the Battle of Algerian Oil in its true scope, we must know that when the French discovered oil in 1956, they recruited all their energies to destroy the revolution militarily so that they could hold on to the Sahara so that they could form a French oil force that would have its say in the world. Because of the ELN's response to it, France was unable to achieve the "French Sahara" project militarily and tried to break it up with negotiations that used colors of colonial cunning and cunning, which gave an explanation of its hesitant attitude during negotiations with the interim Government of the Algerian Republic. However, the Algerian revolution does not accept half-solutions, and it has remained committed to the principle of the unity of national territory as a condition of independence and the achievement of Algerian sovereignty over the Sahara, and it has also enlisted its own interests to reveal France's plans during the negotiations until it was able to disclaim independence from France without compromising the unity of Algerian national territory.

ملخص الدراسة:
يزداد التطور التقني للاجهزة والانظمة الحاسوبية مع مرور الزمن، وكذلك شبكات الانترنيت والانترانيت، واصبحت المؤسسات الحكومية وغير الحكومية في حاجة ملحة الى التحول الى عصر المعلومات وقواعد البيانات الكبيرة، لذلك تم البدء بايجاد وسائل متطورة ومنها تقنيات الذكاء الاصطناعي، وتعد الشبكات العصبية الاصطناعية احدى تقنيات الذكاء الاصطناعي المتطورة فتم البدء بالعمل بها لاستخراج المعرفة من مكامنها وتقليل الاخطاء واختصار الزمن. يمثل البحث خطوة لتحديد بعض العوامل المؤثرة على مستوى الفقر في العراق وسبل معالجتها، وذلك من خلال الاستفادة من الامكانيات الواسعة للشبكات العصبية الاصطناعية في تحليل البيانات. تناول الجانب النظري من البحث توضيح مفهوم الفقر واسباب تفشيه ومؤشراته، بينما تناول الجانب العملي تطبيق شبكتي Descent Conjugate Gradient و شبكة Back Probagation لمعرفة مستوى الفقر في العراق اعتماداً على المؤشرات الاقرب لخط الفقر الوطني في العراق للسنوات الخمس الاخيرة في دراسة مقارنة لمعرفة اي من الشبكتين افضل.
ستحاول هذه الورقة تتبع وبتدرج ملحوظ معالجة كل المسائل المائية التي وردت في كتاب المصنف في جزئه السابع عشر، ومن ثمة محاولة إحصائها وتحليلها في زمانها ومكانها وتثمين البعد الهندسي لهذه المسائل، مركزين في هذه الدراسة على ثلاثة محاور رئيسية وهي: فبعد تقديمنا لمُصَنِف هذا المُصَنَف كمحور أول، سنتناول في المحور الثاني نماذج مفصلة لأحكام وقضايا المياه الواردة في هذا الكتاب، لتُختتم هذه الدراسة بالتركيز على أهم القواعد الفنية والهندسية لاختيار الحل الأفضل اقتصاديا كمحور ثالث أخير. وهذا ما نروم له في هذا البحث كما هي الغاية التي كان يهدف إليها الشيخ أبو بكر أحمد النزوي بتحديد زمان ومكان النزاع حول الماء لاختيار الحل والمردود المائي الأفضل .
This paper will try to follow, with remarkable progress, to address all the issues mentioned in this book, then count and analyze them, focusing in this article on three main axes: First, introducing the author of the book, then in the second axis. We will deal with detailed examples of water supply and the topics mentioned in this book. This study concludes by focusing on the most important technical and engineering rules for choosing the best economic solution as a third axis. This is the goal of "Sheikh Abu Bakr Ahmed Al-Nazawi" to determine the time and place of the water dispute to choose the best water solution.

ملخص الدراسة:
تـهدف هذه الدراسة إلى معرفة طبيعة العلاقة التي تربط المعرفة الضمنية بالإدارة الإلكترونية مع وظائف الإدارة الالكترونية في صناديق الضمان الاجتماعي بولاية أدرار بالجزائر من وجهة نظر العاملـين من أجل تحسين مردودية العمل والأداء وتقديم أفضل الخدمات، توصلت الدراسة إلى قبول الفرضية التي تنص على عدم وجود فروقات ذات دلالة إحصائية لتوجهات أفراد عينة الدراسة فيما يخص أبعاد المعرفة الضمنية تعزى للمتغيرات الشخصية حيث بلغ قيمة اختبار ستودنت 1.063، بالنسبة لفرضية تطبيق أساليب الإدارة الالكترونية والي تعزى للمتغيرات الشخصية تم قبولها حيث بلغ اختبار ستودنت 1.17 باحتمالية 0.88 وهي اكبر من القيمة الحرجة للتوزيع الطبيعي 0.05، كما تم قبول الفرضية التي تنص على وجود على دلالة إحصائية لبعد المهارة على تفعيل الإدارة الالكترونية في صناديق التضامن الاجتماعي حيث جاءت معلمة الميل موجبة 0.80، أوصت الدراسة بضرورة الوقوف على ممارسات الموظفين وتحديد الاختصاصات الكترونياً الموكلة إليهم واستخدام الموظف لعمليات الاتصال الالكتروني للحد من تأثير العلاقات الشخصية في إنجاز معاملاتهم.
في هذه الورقة البحثية، سوف أحاول معالجة أحد أهم القضايا الحضارية إثارة للنقاش في مغرب القرون الوسطى، والمتمثلة في دراسة هوية الموروث اللغوي البربري المنتشر بين فروع البربر البتر الإباضية، هذه الجماعة استطاعت انطلاقا من تجمعاتها المعزولة بالمغربين الأدنى والأوسط، أن تبقي على مورثها اللغوي المتميز متداولا بين أتباعها، ولم يقتصر الأمر على ذلك بل انتقل إلى مستوى التأليف، فبالإضافة إلى تداول عدد كبير من النصوص البربرية المقيدة بالحرف العربي في كتب السّير الإباضية، كذلك أنجز بعض شيوخ المذهب مجموعة من المؤلفات البربرية المهمة، الأمر الذي يستدعي من الباحثين المختصين دراسة هذه الظاهرة، والوقوف على خلفياتها التاريخية.
Through this research, I shall try to deal with one of the most eminent cases of civilization thrilling discussion in the Medieval Maghreb represented in the Berber linguistic heritage identity spread among the IbāḍiBerber Botr branches, these doctrinal groups were been able to preserve their Berber linguistic, and the matter was not limited only to that yet it overrun to the recording level besides to the numerous spread of the Berber texts written by the Arabic letter script in the Ibāḍibooks, Also some eminent authors of the doctrine had carried an important Berber editions, what evokes the specialized-researchers to study this phenomenon.

الهدف: الغرض من هذه الورقة تقديم تصورات نظرية حول التفكير الرشيق والصناعة 4.0. وكيف ان التفكير الرشيق يدعم الصناعة 4.0 .المشكلة وسؤال البحث: نجح التفكير الرشيق في تحدي ممارسات الإنتاج الهائل من خلال توفير عمليات وسلاسل توريد "أصغر حجمًا"، مع تقليل الهدر. وقد أصبحت الصناعة 4.0 مدخلاً استراتيجيًا مهمًا في التغيير التكنولوجي للتصنيع والخدمة اذا تهدف إلى ربط بين العالم المادي والافتراضي في الإنتاج الصناعي. مع مثل هذه الأتمتة المرتبطة بالصناعة 4.0، تنشأ تساؤلات حول طبيعة التعاون بين التفكير الرشيق وهذه الثورة الصناعية المستمرة. منهجية البحث: يعتمد البحث على تحليل ومراجعة الادبيات السابقة .النتائج البحث: يساهم البحث في عرض العناصر الرشيقة للذكاء الاصطناعي التي ستؤدي الى الميزة التنافسية .الاصالة والقيمة: يمكن اعتماد البحث في كلا القطاعين الإنتاجي والخدمي.
تهدف الدراسة إلى معرفة الفروق في المهارات الاجتماعية والسلوك العدواني بين التلاميذ الممارسين للأنشطة البدنية الرياضية اللاصفية والتلاميذ الممارسين للأنشطة البدنية الرياضية الصفية، واتبع الباحث المنهج الوصفي، واشتملت عينة البحث على (198) تلميذ وتلميذة في الطور الثانوي موزعين على عينتين بالتساوي حسب طبيعة النشاط، تم اختيارها بطريقة مقصودة، واستخدم الباحث مقياسين: مقياس السلوك العدواني من إعداد محمد حسن علاوي، ومقياس المهارات الاجتماعية من إعداد رونالد ريجيو، وأسفرت هذه الدراسة عن وجود فروق ذات دلالة إحصائية في المهارات الاجتماعية بين التلاميذ الممارسين للأنشطة البدنية الرياضية اللاصفية والتلاميذ الممارسين للأنشطة البدنية الرياضية الصفية، وعدم وجود فروق في السلوك العدواني بين التلاميذ الممارسين للأنشطة البدنية الرياضية اللاصفية والتلاميذ الممارسين للأنشطة البدنية الرياضية الصفية.
The study aims to know the differences in social skills and aggressive behavior between pupils practicing extra-athletic physical activities and pupils practicing physical sports class activities. The researcher followed the descriptive approach, and the research sample included (198) male and female students in the secondary phase distributed equally in two samples according to the nature of the activity, It was deliberately selected, and the researcher used two measures: The aggressive behavior scale by Mohammed Hassan Allaoui, and the social skills scale by Ronald Reggio. This study resulted in the presence of statistically significant differences in social skills between pupils practicing extra-athletic physical activities and pupils practicing physical sports class activities, And the absence of differences in the aggressive behavior between pupils practicing extra-athletic physical activities and pupils practicing class-sports physical activities.

يهدف البحث الى تقديم تصورات نظرية حول تكامل مفاهيم إدارة مخاطر الجودة (QRM) ونظام إدارة المنظمات التعليمية (EOMS) المتمثل بالمواصفة الدولية (ISO 21001:2018) في بناء جودة التعليم العالي، اذ يحاول البحث الكشف عن اوجه التشابه والاختلاف بين كلا النظامين للاستفادة من أفضل الممارسات وتوليد ثقافة شاملة للمخاطر وتقديم نظام لإدارة مخاطر الجودة في المنظمات التعليمية، لذا يسعى البحث الى إيجاد تفسيرات منطقية لمشكلته الفكرية المتمثلة في النقص الحاصل في الدراسات التي تتناول إدارة مخاطر الجودة في المنظمات التعليمية، وبموجبه حاول البحث الإجابة على تساؤل رئيس عكس الكيفية التي يمكن من خلالها بناء نظام إدارة مخاطر جودة المنظمات التعليمية وفقاً لنظام إدارة المنظمات التعليمية، واعتمد البحث على المنهج الوصفي والتحليلي في مراجعة الادبيات لتطوير هيكلية من أربعة مراحل لإدارة مخاطر جودة المنظمات التعليمية، والتي تستلزم التقييم والسيطرة والمراجعة والتواصل بشأن مخاطر الجودة، وتوصل البحث الى تقديم انموذج لبناء نظام لإدارة مخاطر جودة المنظمات التعليمية على وفق المدخل التفكير القائم على المخاطر المعتمد في كلا النظامين (QRM) و (EOMS).
تناولت هذه الدراسة التدخل الدولي العسكري في ليبيا سنة 2011 بغرض التعرف على أسبابه إن كانت لحماية المدنيين أو من أجل حماية المصالح القومية للدول المتدخلة وذلك بالاعتماد في التحليل على مبدأ مسؤولية الحماية. وبعد تحليل المعطيات توصلت هذه الدراسة إلى نتيجة أساسية مفادها: أن التدخل العسكري في ليبيا سنة 2011 مزج بين هدفين أحدهما معلن تمثل في حماية المدنيين والآخر خفي تمثل في اسقاط النظام الليبي الذي يعتبر هدفاً استراتيجياً للقوى المتدخلة للوصول إلى تحقيق مصالحها القومية، وهو ما وضع مبدأ مسؤولية الحماية على المحك في أول تطبيق فعلي له.
This study deals with the international military intervention in Libya in 2011, with the aim of identifying its causes, whether for the protection of civilians or in order to protect the national interests of the intervening countries, by relying on the analysis on the principle of the responsibility to protect. After analyzing the data, this study came to a basic conclusion that: The military intervention in Libya in 2011 mixed two objectives, one of which was declared to protect civilians and the other was hidden, represented in overthrowing the Libyan regime, which is considered a strategic goal for the intervening forces to achieve their national interests, which set the principle The responsibility to protect is at stake in its first real implementation.

في الاونة الاخيرة، أصبحت الاستدامة البيئية والاقتصادية والاجتماعية اعتبارًا تنظيميًا مهمًا ((GLRI,2005. وهناك اهتمام متزايد بحماية البيئة على جميع المستويات. يتضح هذا بعد إصدار اللوائح البيئية في معظم البلدان، ولكن مع تكثيف البحث عن حلول جديدة لمنع التدهور البيئي، الا ان اغلب الحلول التنظيمية وتنفيذها من قبل الهيئات العامة قد عفا عليها الزمن. لذلك ، يمكن أن يلعب الاقتصاد دورًا مهمًا فيما يتعلق بالقضايا البيئية (حميد ، 2002). إن إدراج البعد البيئي في نظام المحاسبة التقليدي على جميع المستويات (شركة ، قطاع ، محافظة ، على مستوى الدولة) سيؤدي إلى مؤشرات اقتصادية معدلة تمكن المستخدمين المختلفين على جميع المستويات من اتخاذ قرارات سليمة تدعم التنمية المستدامة (Jenkin, Webster & McShane, 2011).. ومن أجل فهم أفضل لذلك تقترح هذه الدراسة إطارًا مفاهيميًا للتكامل بين الممارسات المحاسبية الخضراء القائمة على تكنولوجيا المعلومات لتعزيز استدامة المنظمات العراقية والعناصر ذات الصلة بتطور تكنولوجيا المعلومات والتي من الممكن ان تؤثر في العمليات والاجراءات المحاسبية وفي انظمة المعلومات المحاسبية لدى منظمات الاعمال.
تهدف هذه الدراسة إلى معرفة كيف يمكن أن تؤثر العوامل المفسرة لقرار إخراج أنشطة الإمداد على سعي المؤسسات في تحقيق مزايا تنافسية من خلال لجوئها لهذا القرار. وهذا ما قادنا إلى إجراء دراسة ميدانية على عينة من المؤسسات الصناعية الجزائرية التي تلجأ إلى إخراج أنشطتها للإمداد، من خلال توزيع استبيان تضمنت محاوره متغيرات هذه الدراسة ثم تحليل نتائجه بالاعتماد على الأدوات الإحصائية. وقد توصلت هذه الدراسة إلى أن لجوء المؤسسات الجزائرية لإخراج أنشطتها للإمداد لأجل تحقيق مزايا تنافسية من حيث تخفيض التكلفة، التسليم المتفوق وتحسين جودة الخدمة هو بالأساس مفسر بعوامل استراتيجية، تنظيمية ومالية.
This study aims to explore and examine how the factors explaining the decision to outsource logistics activities of companies can affect on gain competitive advantages. To achieve this goal, an empirical study on a sample of Algerian industrial companies that resort to the outsourcing of their logistics activities was conducted. To gather data, A questionnaire was used for this purpose. The analysis of data is carried out using inferential statistics tools. The main results indicate that the recourse of Algerian companies to the outsourcing of their logistics activities in order to obtain competitive advantages in terms of cost reduction, superior delivery and quality improvement of service is mainly explained by strategic, organizational and financial factors

تشكل حوكمة التحول الرقمي طريقًا واضحًا لتسهيل الأعمال بشكل يواكب التطور ويضمن التوازن المتناسب بين أصحاب المصالح, مع تحقيق الأهداف المرجوة بشكل متواصل وخلق فرص واعدة, ويطرح هذا البحث وفق المنهج الوصفى التحليلى التعرف على مفهوم وأهداف التحول الرقمى، كما يستعرض معوقات التحول الرقمى, ويستعرض بعدها متطلبات التحول الرقمى, ثم يتناول فوائد ومقومات وخصائص التحول الرقمى, وتركز الباحثة فى نهاية البحث على دور الحوكمة فى إنجاح التحول الرقمى, وتستخلص فى نهاية البحث أن التحول الرقمي أصبح ضرورة يجب تبنيه في مختلف القطاعات، وأن التوسع في تبني هذه التقنية سيؤثر إيجابيًا فى العديد من النواحى.
تهدف هذه الدراسة إلى تحديد استخدام وأهمية التعليم الإلكتروني في ظل انتشار فيروس كورونا (كوفيد-19)، فيما يتعلق باستخدامه من طرف الأساتذة الجامعيين وكذا قياس مدى اقبال واستجابة الطلبة لدروس التعليم الالكتروني المقدمة من وجهة نظر أساتذتهم في بعض من الجامعات الجزائرية، وتمت الدراسة بالاستعانة بالمنهج الوصفي (المسح الميداني)، معتمدين على أداة الاستبيان. توصلت الدراسة إلى أن الأساتذة الجامعيين، كلهم وعي بأهمية استخدام التعليم الإلكتروني وضرورة تطبيقه لترقية العملية التعليمية، كما أثبتت الدراسة أن ضعف تدفق الأنترنت وغياب تكوين الأساتذة على برامج التعليم الإلكتروني هي من أهم العوائق التي تواجه الأساتذة في استخدامهم لهذا النوع من التعليم، بالإضافة إلى معوقات أخرى تمثلت في ضعف التجاوب لدى طلبة الليسانس مع الدروس المقدمة عن بعد، في حين كان التجاوب أفضل لدى طلبة الماستر
This study aims to determine the use and the importance of E-Learning in light of Coronavirus (Covid -19) spreading, about its use by university professors, as well as measuring the level of turnout and response of students to E-Learning lessons provided, from the viewpoint of their teachers in some Algerian universities. The study used the descriptive approach (Field survey), based on the questionnaire tool. Findings show that university professors have a high consciousness about the importance of using E-Learning and the need to apply it to upgrade the educational process. The study also demonstrated that the weak Internet flow and the lack of professors training in E-Learning programs are among the most important obstacles. Moreover, the researcher observed that the Master students' response was highly better than Bachelor students.

ملخص الدراسة:
تشكل حوكمة التحول الرقمي طريقًا واضحًا لتسهيل الأعمال بشكل يواكب التطور ويضمن التوازن المتناسب بين أصحاب المصالح, مع تحقيق الأهداف المرجوة بشكل متواصل وخلق فرص واعدة, ويطرح هذا البحث وفق المنهج الوصفى التحليلى التعرف على مفهوم وأهداف التحول الرقمى، كما يستعرض معوقات التحول الرقمى, ويستعرض بعدها متطلبات التحول الرقمى, ثم يتناول فوائد ومقومات وخصائص التحول الرقمى, وتركز الباحثة فى نهاية البحث على دور الحوكمة فى إنجاح التحول الرقمى, وتستخلص فى نهاية البحث أن التحول الرقمي أصبح ضرورة يجب تبنيه في مختلف القطاعات، وأن التوسع في تبني هذه التقنية سيؤثر إيجابيًا فى العديد من النواحى.
هدفت هذه الدراسة إلى التعرف على الاحتياجات التدريبية من وجهة نظر معلمي الأطفال المعاقين سمعيا وعلاقتها ببعض المتغيرات(طبيعة التكوين، الأقدمية المهنية والمستوى التعليمي)بالجزائر، ولتحقيق أهداف الدراسة استخدم الباحث استبانة تكونت من (50) بندا بعد التأكد من صدقها وثباتها، وهي موزعة على(02) محاور هي: الحاجات التدريبية البيداغوجية، محور الحاجات التدريبية المعرفية والتقنية، طبقت على عينة عشوائية قوامها (250) معلما ومعلمة تمثل مجتمع الدراسة، وقد أُعتُمد في هذه الدراسة على المنهج الوصفي لأنه الأنسب لمثل هذه الدراسات، وبعد تحليل البيانات دلّت النتائج أن معلمي الأطفال المعاقين سمعيا يرون أن الاحتياجات التدريبية التي تضمنها الاستبيان ضرورية جدا لأداء مهامهم على أحسن وجه، كما أظهرت نتائج الدراسة عدم وجود فروق دالة إحصائيا في احتياجات معلمي التعليم الأطفال المعاقين سمعيا تبعا لمتغير المؤهل العلمي، والأقدمية المهنية وطبيعة التكوين.
The study aimed to identify the training needs of teachers of hearing-impaired children from their point of view and their relationship to some variables (nature of training, seniority and professional level) in Algeria, and to achieve the goals of thestudy the researcher used a questionnaire consisting of (50) items, distributed on (02) axes: the training needs Pedagogy, the focus of cognitive and technical training needs, was applied to a random sample of (250) male and female teachers representing the study community, based on the descriptive approach, and after analyzing the data, the results indicated the necessity of the training needs included in the questionnaire, and showed that there are no significant differences in the needs of these teachers according to previous variables.

عانى النظام المالي العالمي في الفترات السابقة من اهتزازات واضطرابات في ألية العمل المتفق عليها وفق مؤتمر بروتن وودز، نجم عنها اختلال في الاستقرار الاقتصادي العالمي، الأمر الذي انعكس سلبياً على اقتصاديات دول العالم قاطبة من جهة، والذي ولّد – من جهة أخرى- ضرورة البحث عن ضوابط للنظام المالي العالمي، الأمر الذي انعكس سلبياً على اقتصاديات دول العالم قاطبة من جهة، والذي ولّد – من جهة أخرى- ضرورة البحث عن ضوابط للإدارة النظام المالي العالمي سواء أكانت هذه الضوابط بتعزيز محددات استقراره أم بالاعتماد على أدوات جديدة للتداول العالمي بعيدة عن التأثر بقرارات الدول وأطماعها، فكانت المخرجات الرقمية المستندة على سلسلة الكتل غير القابلة للتعديل والتي تم من خلالها إطلاق أولى العملات الرقمية (بتكوين). لقد استطاع البتكوين أن يكسر المحددات المتعارف عليها في وظيفتي (مستودع للقيمة وأداة لتخزينها) التي تتميز بهما النقود المتداولة، وتحول إلى وسيلة للأنشطة القانونية وأنشطة اقتصاد الظل على حدٍ سواء، مما جعل العديد من الدول تسير باتجاه إصدار عملات رقمية تكفيها مساوئ عدم استقرار أسعار صرف العملات العالمية. لذا يهدف هذا البحث إلى التعريف بتقنية البلوك تشين التي ارتبط ظهورها بظهور العملات الرقمية، ومن ثم التعريف بالعملات الرقمية من حيث المفهوم والخصائص والأنواع، ومن ثم الوقوف على الإشكالية الكبرى التي ترافق الانتشار الرسمي للعملات الرقمية، المتمثلة بـكيفية توظيف آلية إصدار العملات الرقمية في دفع عجلة التنمية في الاقتصاد الوطني للدول التي تصدرها.
هدف المقال إلى الكشف عن تأثير المنشورات السياسية عبر منصات التواصل الرقمية "تويتر مثالاً" في الدبلوماسية العامة. واعتمد المقال المنهج النوعي النظري القائم على الاستدلال المنطقي باستخدام نماذج من النشر السياسي عبر تويتر، وإبراز التأثيرات السلبية التي تسببت بها تلك المنشورات، أجري البحث على عينة قصدية من (25) منشوراً من مختلف دول العالم. ومن أبرز النتائج التي توصلت إليها الورقة تمثلت في أن بعض منشورات القادة السياسيين والأفراد عبر منصات التواصل الرقمية تتسبب بمشاكل كبيرة بين الدول، وأظهرت النتائج أن تكاليف معالجة تلك المشاكل قد تتطلب جهدا دبلوماسيا كبيراً قد يرافقه بعض التنازلات أو الاتفاقات التجارية والعسكرية والأمنية بغرض تهدئة التوتر
The article adopted the qualitative - theoretical approach based on Logical inference, using models from political publishing via Twitter, and highlighting the negative effects caused by those tweets, and the research purposive sample reached (25) tweets from different countries of the world. The most prominent findings of the article were that some politicians and citizens’ publications via digital communication platforms cause major problems among countries, and the results also showed that the costs of addressing these problems may require a large diplomatic effort that may be accompanied by some concessions or trade, military and security agreements in order to calm tensions
