The right to freedom of opinion and expression is one of the rights that States seek by various means and mechanisms to protect and ensure the provision of adequate guarantees. This is a universal right that has gained such status from international human rights instruments, The International Covenant on Civil and Political Rights and the International Covenant on Civil and Political Rights.The international community has also sought to establish a set of safeguards and controls that define the limits of the exercise of this right. Le développement récent de quelques matériaux allégés de construction, tel que les bétons légers, capables de jouer un rôle en tant qu’isolant, tout en conservant des niveaux de performances mécaniques suffisants. La qualité de l’isolation à prévoir dépend du climat, de l’exposition des murs et aussi des matériaux employés pour la construction. Le choix d’un matériau utilisé comme isolant dépend naturellement de sa disponibilité et de son coût. Ce travail est une étude des pouzzolanes naturelles en tant que composants de base dans les matériaux de construction. Il est destiné à mettre en relief l’avantage thermique de ces matériaux. Il est économiquement intéressant d’utiliser la pouzzolane en substitution d’une partie du clinker comme ajouts hydrauliquement actives, et dans les compositions de bétons légers sous forme de mélange de granulats de pouzzolane, qui offrent des résistances mécaniques conformes aux normes en vigueur. Une approche théorique est menée de la conductivité thermique apparente des matériaux de construction, en occurrence le béton à base de pouzzolane. Une modélisation thermique, apparente à celle utilisée habituellement pour les matériaux poreux, a été adoptée aux bétons de pouzzolane. Dans cette étude, sont exposés des résultats expérimentaux de mesures de la conductivité thermique apparente du béton de pouzzolane à l’aide d’une approche, qui considère que le béton est composé de deux phases solides, une matrice liante (la pâte du ciment hydratée), et l’ensemble des granulats. The purpose of a bioclimatic house is to make every effort to reduce the need for heating and cooling. For this a well studied architecture of the house is essential: - the positioning of windows to capture the maximum solar radiation, - Good thermal insulation of the house to reduce heat loss. This study focuses on the effect of solar and internal heat gain on the energy consumption of a typical well insulated house. The degree day’s method is used to determine the heat losses by transmission and ventilation according to international standards on thermal insulation of building (NBN B62-301), the results are very interesting and promising. By including the solar and internal gains, which vary from 900 to 1400 kWh, the energy consumption decreases significantly. The thermal load for heat reaches 60 kWh, but by including the free thermal gains, 10 kWh of energy can be saved daily. Agricultural insurance plays an active role in the development of the agricultural sector. It grants compensation in case of disaster to reduce losses. This will enable farmers to avoid deficits and renew their capacities. The agricultural sector would gain.It offers multiple guarantees to agricultural investors against the risks that threaten them: climatic risks or the risk of mortality of animals that can cause significant financial losses to the investor.Despite its importance, we noted the reluctance of many investors to subscribe these contracts, due to the lack of insurance culture and religious prohibitions.A campaign of awareness is needed at this level followed by a field visit by the insurer to provide them with good answers to their expectations.  Dans le présent travail, on étudie la fusion conjuguée à la convection naturelle dans un matériau à changement de phase (MCP) utilisé pour dissiper la chaleur générée au sein des sources de chaleur protubérantes sur un substrat horizontal (microprocesseurs récemment utilisés dans les ordinateurs portables). L’avantage d’utiliser cette stratégie de refroidissement est que les MCP sont capables d’absorber une importante quantité de chaleur générée par les microprocesseurs sans utiliser de ventilateur. Cette stratégie proposée est pratique pour des situations où le refroidissement par convection forcée de l’air ambiant est impossible, comme c’est le cas pour les futures générations des ordinateurs portables de haute puissance et de faibles dimensions. Un modèle mathématique (2D), basé sur les équations de conservation de l’énergie, de la masse et de la quantité de mouvement, est développé pour le puits de chaleur proposé. Les équations obtenues sont discrétisées en utilisant l’approche des volumes de contrôle, la méthode enthalpique est adoptée pour localiser la position du front de fusion. Plusieurs investigations numériques sont effectuées pour analyser l’effet de la puissance des sources de chaleurs sur l’efficacité du refroidisseur. La température des composants électroniques, la quantité du MCP fondue et la positon du front de fusion sont influencées par la puissance des sources de chaleurs. Dans le sud algérien, le développement de la culture du palmier dattier et la préservation du patrimoine phoenicicultural déjà existant constitue une préoccupation majeure des agriculteurs de ces oasis. L’extension de cette activité encouragée par le programme de soutien de l’état à la plantation de nouvelles parcelles de palmier s’est heurtée à la contrainte de l’électrification, indispensable au puisage de l’eau d’irrigation. A cet effet, l’article est axé sur l’étude du pompage éolien appliqué à l’irrigation du palmier dattier dans trois sites, situés dans la région de Béchar, à savoir: Béni-Abbès, Béchar Nord et Moughel. Le choix de ces sites a obéit aux critères suivants: - Existence des données de mesure des facteurs climatiques, sur une période de dix années [4], ayant permis l’évaluation du potentiel éolien et l’étude des possibilités de son exploitation dans le pompage de l’eau irrigation; - Disponibilité d’études sur les ressources hydriques locales, mettant en évidence les débits des nappes souterraines dans la région [2]; - Plantation du palmier dattier et des cultures sous jacentes, représente une pratique ancestrale pour la population de ces localités. Dans cette étude, la distribution statistique du vent a été effectuée à la hauteur du mat de l’aérogénérateur choisi, sur la base du débit quotidien maximal à satisfaire pour cette culture à une hauteur manométrique de 30 m. Les puissances disponibles et utilisables, ainsi que les débits moyens quotidiens susceptibles d’être pompés ont été estimés et comparés. En dernière partie de cet article, il a été consacré à la conclusion qui a fait ressortir l’intérêt du jumelage de l’utilisation de l’énergie éolienne dans le pompage d’eau et l’application de la technique moderne d’irrigation localisée au palmier dattier dans la région de Béchar. The internet has revolutionized telecommunication and remote contracting between people. Permanent-magnet synchronous generators (PMSGs) are commonly used for small variable-speed wind turbines to produce highefficiency, high-reliability, and low-cost wind power generation. To eliminate the effects of nonlinearity caused by magnetic saturation, an input–output feedback linearization technique is applied to design the high-performance nonlinear current controllers. With this nonlinear control scheme, output voltage responses become faster than those in cascade control structures. Thus, the size of the output filter capacitor can be much reduced since fast voltage control is feasible. As with usual PWM power converters, in addition, the input current is regulated in a sinusoidal waveform. The proposed control scheme provides the wind generation system with the maximum efficiency and high dynamic performance. This research entitled: (The Violations of Preachers and Their Impact on the Da'wa and Preachers - Applied Forms). The researcher has divided this research into two main topics. In the first topic he dealt with the violations that some preachers may commit, He divided them into two parts: the first is systematic scientific violations, the second is behavioral violations. Then he mentioned in the second topic the effect of these violations on the pillars of the Da'wa, and on the Da'wa and preachers. The researcher concluded at the end of the research a number of results and recommendations. As for the most important results: Most of the violations committed by preachers are due to one or both of two main reasons. They are ignorance and desire. The violations that the preachers committed leads scourge to the entire da'wa, and is a reason for preventing the religion of Allah, Almighty. As for the recommendations, the most important as follows: The necessity of scientific, faith, and psychological preparation before practicing preaching, the necessity of depriving preachers of the self's fortunes and desires, and the preaching councils and pulpits shall be free from enmity, hatred and unscientific and systematic responses among preachers. Le présent travail consiste à évaluer les co-produits de la biométhanisation appliquée à la biomasse animale au niveau de divers types de digesteurs. La caractérisation du biogaz produit est déterminée à travers un suivi énergétique par l’appréciation des productivités gazeuses quantitative et qualitative. Quant à la caractérisation et la valorisation des digestats produits, elles consistent à un suivi analytique concernant particulièrement certains paramètres de dépollution, ainsi qu’une évaluation des possibilités de valorisation agronomique hors sol. Ce travail a permis de ressortir un certain nombre de constatations dont on peut principalement formuler: - Les performances énergétiques, de point de vue quantitatif, des digesteurs de laboratoire sont plus intéressantes dans le cas des digesteurs alimentés par les fientes avicoles. De point de vue qualitatif, elles sont en faveur du digesteur industriel qui a montré un intérêt énergétique important. - Les déjections digérées par les différents types de digesteurs présentent des bilans de dépollution variables. La réduction de la charge polluante des MES est plus importante dans le cas du digesteur industriel, alors que pour la DBO5, elle est en faveur du digesteur expérimental II. - L’utilisation de la tourbe mélangée avec du méthacompost, à raison de 40 % comme substrat de croissance s’avère très encourageante et performante vis-à-vis de la rapidité de germination, ainsi que de la croissance en hauteur des plants de piment. - Les jus de process à l’état concentré ou dilué à raison de 25 ou de 75 % ont montré des pouvoirs fertilisants très intéressants. Sunnah is the second source of legislation after the Holy Quran, it is one of the accepted legal evidence between prevalent Islamic doctrines. Which leads Muslim scholars to be interested in studying the aspects of Suunah. It is a point of convergence between Muhadithines and Ussolists. The science of Mostaleh hadith and the science of Oussul Fiqh are two sciences in which the Islamic nation excelled, and by them this nation was distinguished from all other nations. In these two sciences, there are rules that govern the principles of storytelling and the principles of inference; the principles of storytelling are specialized in the science of Hadith, and the principles of inference are specialized in the science of Ousul Fiqh. The theme of this research is to clarify the definition of Sunnah according to Ussolists and Mohadithines; clarify the points of compatibility and contrast between them, and explain the reason for the difference in its definition. It is also a question of clarifying the statute of the Sunnah by invoking it as much with the Ussolists as with Mohadithines, by presenting the statment of the two parties in the field of the invocation of the Sunnah. The knowledge of the local solar radiation characteristics is indispensable in the survey of any system exploiting solar energy in any location. The author is particularly interested by the global solar radiance upon tilted surface per time unit to help operators using solar energy in their work. The target is, among others, helping solar drying operators that need while tuning drying system the knowledge of the global solar radiation that could be received on inclined solar captors in implantation site. The aim of this paper is to use neural network method to search for solar radiation upon a tilted surface. Multilayered neural networks (MNN) trained by gradient back-propagation are used to determine numeric values of monthly means and hourly variations of the global solar radiation upon a titled surface per time unit. However, evolution of sanctions has proved it inadequate to keep pace with modern penal policy which aims to rationalize punishment, which prompted the attempt to eliminate the disadvantages of short-term prison sentences by finding other alternatives which do not deprive the sentenced person of his liberty, but rather seeks to establish a balance between the interest of the society, one of this alternatives : Electronic Monitoring. Les études sur l’échangeur de chaleur à tubes et calandre citées dans la littérature, sont basées sur des modèles empiriques validés à l’échelle des laboratoires où l’échangeur est de l’ordre de quelques centimètres à environ un mètre. Mais lorsqu’on fait une extrapolation vers l’industrie, l’erreur de calcul devient importante à cause de la variation des paramètres thermophysiques le long de l’échangeur. Dans cet article, nous nous intéressons à la modélisation du couplage entre les grandeurs classiques (coefficient de transfert thermique, la surface d’échange et la différence de la température logarithmique moyenne) et les propriétés thermophysiques du fluide chaud et du fluide froid en considérant que le transfert de chaleur se fasse sans changement de phase. Le calcul est effectué tout d’abord sur l’un des tubes du faisceau afin de le généraliser sur la totalité de l’échangeur. Par la suite, le résultat est approché par un échangeur à tube et calandre caractérisant un procédé de concentration d’acide phosphorique. The present paper discusses one of the scholarly families in the Islamic history which belongs to the Malikites, the family of Ibn Ata Allah Assakandari. The paper presents a brief definition of fifteen scholars of the the family, highlights its scientific glow in Egypt in the fields of judiciary matters, religious verdict, teaching and authorship, besides of showing the family’s spiritual glow through spreading the “Sufi” thought via “Sufi” writings. Dans ce travail, on présente les résultats d’une étude de réhabilitation thermique de l’enveloppe du bâti afin d’améliorer ses performances. Cette étude s’inscrit dans le cadre du développement durable et repose sur la conciliation de deux éléments distincts et contradictoires, celui de l’amélioration du confort thermique d’une part et le souci d’économie d’énergie d’autre part afin de sensibiliser les hommes de l’art sur la manière d’améliorer thermiquement le bâti existant. Il remet en question l’enveloppe architecturale et sa dépendance des agents climatiques, de même son incidence sur le confort thermique. Un calcul du bilan des déperditions calorifiques et des simulations à l’aide d’un code de calcul ont été effectués sur l’habitat collectif afin de définir son identité thermique et mesurer l’impact de cette réhabilitation sur la température intérieure et les besoins énergétiques.
