مما لا شك فيه أن الإدارة العامة تقوم بـأعمال مختلفة في سبيل أداء وظيفتها والقيام بنشاطها وتنقسم أعمالها الى نوعين مادية وأعمال قانونية، ودراستنا في هذا الشأن سوف تقتصر على الأعمال القانونية وتحديداً على الاعمال التي تصدر عن الإرادة المنفردة للإدارة (القرارات الإدارية.ومن الجدير بالذكر الإشارة في هذا الصدد الى التعريف الذي ذهبت اليه المحكمة الإدارية العليا في مصر ليكون بمثابة الفيصل الرئيسي في موضوع – تصحيح القرارات الإدارية – عندما تجافي الإدارة الحقيقية بما رسم لها في اصدار القرارات الإدارية، حيث ذهبت في حكم لها تقول فيه "أنه افصاح الإدارة عن إرادتها الملزمة بما لها من سلطة بمقتضى القوانين واللوائح بقصد إحداث أثر قانوني متى كان ذلك ممكنا وحائزاً قانوناً، وكان الباعث عليه إبتغاء مصلحة عامة"( ).وبناءً على ما تقدم نستنتج بأن الإدارة قد تصدر قراراً معيناً ثم يتضح لها العيب الذي شابه، فتعمد الى محاولة تصحيح القرار الإداري بقرار لاحق.بمعنى آخر ترجع الإدارة الى تصحيح القرار المعيب بقرار آخر تضفي على القرار الأول صفة الشرعية على تصرفاتها فتصحح القرار الذي شابه إهدار للقواعد القانونية للقرار الإداري الصحيح.وبينّا في دراستنا هذه ضرورة التمييز بين القرارات الإدارية التي يشوبها عيب جوهري عن القرارات الإدارية عن القرارات الإدارية محل التصحيح والمشوبة بعوار غير جسيم.

In this work, we present a detailed study of the on-axis intensitydistribution of the Laguerre-Gaussian beam with no azimuthal index,diffracted by an opaque disk, by means of numerical simulation ofFresnel-Kirchhoff diffraction integral. We investigate the effect of theopaque disk size, the beam order, the beam waist, and the focal length.The results show that different focal phenomena may occur includingthe focal shift, focal split, and focal switch.
