تناول الباحث في هذا البحث أهم الموضوعات من موضوعات الفقهية والأصولية، ألا وهو الاجتهاد بالرأي، مفهومه ونشأته، وضوابطه، وشروطه، ومن شواهد الإجتهاد بالرأي من عمل الصحابة فقه عمر رضي الله عنه أنموذجًا، وهو فقيه أصولي مقاصدي ومُجتهد، وأورد الباحث في هذا البحث شواهد من الاجتهاد الرأي في فقه عمر بن الخطاب.تكمن أهمية الموضوع في تنمية المكلية الأصولية، في أن يفكر المسلمون اليوم بعقلية عمر بن الخطاب الأصولية والمقاصدية والاجتهادية حتى نتواكب مع تطور العالم المعاصر، لأن الأصل في الدين أنه صالح لكل زمان ومكان، بل يجب علينا ان ننظر ونبحث في الأسرار والغايات والحِكم التي جاءت بها الشريعة في كل نص، وذلك من أجل حل مشاكلنا المعاصرة لتطبيق مقاصد الشريعة تطبيقًا صحيحًا، لأن الأصل في الأحكام الشريعة التيسير، قال تعالى: ﴿يُرِيْدُ اللّٰهُ بِكُمُ الْيُسْرَ وَلَا يُرِيْدُ بِكُمُ الْعُسْرَ ۖ ﴾  (سورة البقرة 185) وقد توصل الباحث إلى عدد من النتائج والتوصيات منها : (1) أن عمر رضي الله عنه عنه كان من أهل الإجتهاد بالرأي (2) الاهتمام بالاجتهاد بالرأي في الشريعة الإسلامية.

This work reports the electrochemical synthesis of polypyrrole (PPy)films onto silicon (Si) support in an organic solution usingpotentiostatic mode of electrodeposition. Electrodeposition of PPy wasconducted under oxidative conditions; the current transient curve,taken at constant potential of 1.1 V, was discussed. The microstructureof the polypyrrole (PPy) films obtained is examined by SEM andAFM.
