تعد القيم الاجتماعية من المواضيع العالمية لارتباطها بالبناء الاجتماعي والحياة الإنسانية الخاضعة لمظاهر التغير بمختلف أشكاله. و قد فتحت هذه المسألة العامة مجالا واسعا بغية تأصيله وإزالة اللبس والغموض عنه عند العلماء رغم تداخل الآراء والاتجاهات فيما بينهم، حيث أفرزت هذه المجهودات كما معرفيا وتراثا نظريا ساعدنا لتناول موضوع عنوانه القيم الاجتماعية في مجتمع المدينة  في ضوء القرآن الكريم" سورة التوبة انموذجاً، وذلك لمعرفة طبيعة التغيرات الاجتماعية والثقافية التي وقعت على كل من مفهوم القيم الاجتماعية في المدن وكيفية التعامل معها. كما تعد المدينة مجالا خصبا لطرح المواضيع القابلة للتغير بشكل سريع ودائم، وقد حاولنا التركيز في هذه الدراسة على أهم النقاط التي تجدر الإحاطة بها، وذلك بالتركيز خاصة على ربط كل من مفهوم القيم الاجتماعية بالقرآن الكريم  ليتشكل موضوعا جديدا قابلا للبحث والتفصيل  ومن هنا تبرز لنا الأهمية الملحة للموضوع في الكشف عن طبيعة القيم الاجتماعية في الوسط الحضري الذي يحظى بتنوع في القيم الاجتماعية بشكل دائم ومستمر، وقد كان الهدف الأساسي للدراسة هو معرفة مدى محافظة المجتمع على قيمه وعاداته الاجتماعية في ظل موجة التغير الاجتماعي والثقافي وذلك بالتركيز على دور الأسرة باعتبار أنها من أهم المؤسسات الاجتماعية التي تقوم بعملية التنشئة الاجتماعية والتربية الدينية والخلقية.
تعتبر الرقابة القضائية على أعمال الإدارة من أهم وأكثر صور الرقابة فعّالية على اعمال الإدارة، فهي الوظيفة الأساسية التي يتولاها القضاء في فضّ المنازعات، وتطبيق القانون والزام طرفي النزاع باحترام القانون، وتعدّ الرقابة القضائية في مجال رخصة البناء بمثابة ضمانة لتحقيق مجموعة من الأهداف منها التأكد من مشروعية القرارات الإدارية، وبالتالي فتح المجال للقاضي الإداري لمراقبة القرارات الصادرة من الجهات الادارية المتعلقة برفض، أو سحب أو ايقاف الأشغال، أو التأجيل لرخصة البناء والتي تكون معيبة بعدم المشروعية الإدارية، لذلك يتعين على الإدارة أن تكون على بيّنة من السبب الذي دفعها إلى اصدار مثل هذه القرارات، فهي ملزمة بتسبيب كل قرار صادر عنها متعلق برخص البناء من أجل رفع الضرر الذي قد يلحق المتضررين من هذه القرارات التي تكون محل الطعن بالإلغاء أمام القضاء الإداري .
Judicial oversigh of administration activities is considered as one of the most important and the most effective forms of control over the work of administration, as it is the primary function of the judiciary in settling conflicts, enforcing the law, and obliging the parties to the dispute to respect the law. In addition, judicial oversight in the field of building permits is regarded as a guarantee for achieving a set of objectives, including ensuring the legitimacy of administrative decisions, hereby, giving the chance to the administrative judge to monitor the decisions issued by the administrative authorities related to the refusal, withdrawal or suspension of works, or the postponement of a building permit that is flawed by the lack of administrative legitimacy; therefore, the administration is required to be aware of the reason that prompted it to issue such decisions, as it is obliged to justify every decision related to building permits in order to eliminate the harm that may be caused to those affected by these decisions subject for cancellation before the Administrative judge.
