هدفت الدراسة إلى قياس أثر حماية البيئة في تحقيق التنمية المستدامة في السودان خلال الفترة (1995- 2022م) دراسة حالة ولاية جنوب دارفور، وبيان مدى أثر دمج الاعتبارات البيئية في السياسات التنموية في تحقيق التنمية المستدامة. تمثلت مشكلة الدراسة في السؤال الرئيس: لماذا لم تتحقق التنمية المستدامة في السودان بالرغم من غزارة موارده الطبيعية؟ اتبعت الدراسة المنهج الوصفي التحليلي، واعتمدت على المصادر الأولية مستخدمة الاستبيان كأداة رئيسة لجمع بيانات مجتمع الدارسة الذي شمل العاملين في الجمعية السودانية لحماية البيئة. تم اختيار عينة عشوائية بسيطة بلغت (102) مفردة. لتحليل البيانات استخدمت الدراسة برنامج الحزم الإحصائية للعلوم الاجتماعية (spss). خلصت الدارسة إلي أن لحماية البيئة أثر إيجابي على التنمية المستدامة في السودان. أكد تحليل اختبار مربع كاي عند مستوي دلالة 0.05 وجود علاقة إيجابية ذات دلالة إحصائية بين حماية البيئة وتحقيق التنمية المستدامة في السودان. أوصت الدارسة الاهتمام بدمج الاعتبارات البيئية في السياسات التنموية من أجل المحافظة على البيئة وسلامتها.
The concept of democratic transition has been the subject of intensive academic research, giving rise to a sub-discipline of political science: Transitology. While Transitology has made significant heuristic contributions, some of its assumptions are nonetheless laden with confusion, nuances, and many philosophical and political unsaid. The objective of this paper is to raise questions, explore avenues of reflection and analysis surrounding transitology, highlighting its heuristic contributions, but more importantly, its limits of interpretation. Indeed, transitology has often presented globalizing models that were supposed to be applied to any context, without taking into account the local specificities. However, accumulated experiences have shown that the success of any transition relies on adapting the chosen means to the specific context of each situation and the uniqueness of the terrain. The transition to democracy cannot be seen as a universal phenomenon that obeys general rules, but rather as a specific process inherent to a determined socio-historical context. Therefore, the major challenge is not to find the ideal path to build a Western-style democracy, but to identify, based on existing resources, the types of regimes that can emerge.
Le concept de transition démocratique a fait l’objet de recherches académiques intensives qui ont donné naissance à une sous-discipline de la science politique: La transitologie. Si la transitologie a eu des apports heuristiques considérables, certains de ses postulats sont néanmoins porteurs de confusion, de nuances et de non-dits philosophico-politiques. L’objectif de cet article est de tenter de soulever des questionnements, des pistes de réflexion et d’analyse autour de la transitologie, en mettant en exergue ses apports heuristiques mais surtout ses limites d’interprétation. La transitologie a en effet souvent présenté des modèles globalisants devant être appliqués à tout contexte, sans la moindre prise en compte des particularités locales. Or, les expériences jusque-là cumulées ont démontré que la réussite de toute transition résulte de l’adaptation des moyens choisis au contexte propre à chaque situation et à l’unicité du terrain. La transition à la démocratie ne peut être appréhendée comme phénomène universel, susceptible d’obéir à des règles générales, mais plutôt un processus particulier inhérent à un contexte sociohistorique déterminé. L’enjeu majeur n’est donc pas de trouver la voie idéale pour construire une démocratie de type occidental, mais d’identifier, à partir des ressources existantes, les types de régimes qui peuvent émerger.
