أصبح موضوع النفايات الإلكترونية من بين المواضيع الأكثر اهتماما من قبل الدول نظرا لدرجة خطورتها، وعدم الإدراك بالعناصر المكونة لها، أو الداخلة في تركيبتها، ونتيجة تفاقم أضرارها في الوسط المعاش بسبب الرمي العشوائي أو الإتجار غير المشروع بها وحتى تفكيكها، توجب ضبط وكبح أثارها على البيئة وصحة الإنسان، خاصة أثناء تثمينها واعادة تدويرها أو نقلها وتصديرها، الأمر الذي أدى بالسياسات الدولية إلى انتهاج آليات تساير الواقع في التحكم في مخاطر النفايات الإلكترونية واستغلال مثل هذا النوع من المخلفات فيما ينفع البيئة والصالح العام، حيث أن الإدارة الرشيدة لهذه النفايات الإلكترونية لها أهمية هادفة وتأثير إيجابي على البيئة وصحة الإنسان، خاصة وبعد تفطن الدول المنتجة والمستهلكة للأجهزة الكهربائية والإلكترونية بسن تشريعات والمصادقة على الاتفاقيات الدولية التي تنظم عملية نقل وتصدير مخلفات هذه الأجهزة، الأمر الذي انتهجه المشرع الجزائري حيث واكب التطور العالمي في ادارة النفايات الإلكترونية، بالانضمام والمصادقة على الاتفاقيات التي تضبط حركة هذه المخلفات وصبها في تشريعاته الداخلية
The issue of e-waste has become among the topics most concerned with by countries due to the degree of its danger, the lack of awareness of its constituent elements, or its composition, and as a result of the aggravation of its damages in the living environment due to indiscriminate throwing or illegal trade in it and even its dismantling, it is necessary to control and curb its effects on the environment And human health, especially during its valuation, recycling, transportation and export, which led international policies to adopt mechanisms that keep pace with reality in controlling the risks of electronic waste and the exploitation of this type of waste for the benefit of the environment and the public interest, as the rational management of this electronic waste has a purposeful importance. And a positive impact on the environment and human health, especially after the countries producing and consuming electrical and electronic devices became aware of enacting legislation and ratifying international conventions that regulate the process of transporting and exporting the waste of these devices. It controls the movement of these wastes and their pouring into its internal legislation.
