ملخص الدراسة:
الاقتصاد الرقمي مفهوم حديث يشير الى انتشار وتوسع استخدام تكنولوجيا المعلومات والاتصالات في مختلف الانشطة والمجالات الاقتصادية والاجتماعية بغية رفع معدلات النمو الاقتصادي وتحقيق التنمية الاقتصادية، ويسهم الاقتصاد الرقمي في لعب  دور هام لبناء المجتمعات الحديثة برؤية عصرية متقدمة تعزز قدرات مختلف الفئات من اصحاب القرار والسلطة والحكومة الى أصحاب المصلحة والثروة والمشاريع الخاصة لاتخاذ القرارات بشكل دقيق وصحيح، ويعد الاقتصاد الرقمي مكملا لما بدأته الثورة الصناعية وثورة المعلومات السابقة مروراً بمرحلة  التوسع في التبادل والانفتاح للعولمة لتشهد دول العالم تسارعاً هائلا في عدد المكتشفات وبراءات الاختراع ليصبح هذا الاقتصاد اداة هامة وأساسية في تقويض وتقليص الفجوة الرقمية والتحول من الاقتصاد التقليدي الذي يعتمد على المواد الخام الاولية ومحاربة وتقليص فجوة الامية والجهل الى اقتصاد يعتمد المعرفة والأدوات الرقمية في انتاجه ومخرجاته لتقليص الفجوة الرقمية التي تميز بين من ينتجون ويستخدمون تكنولوجيا المعلومات والاتصالات بشكل كبير وبين من لا يستخدمون تكنولوجيا المعلومات والاتصالات في عالم متقدم متطور متغير تشوبه الكثير من الازمات والصدمات اخرها جائحة كورونا كوفيد 19 التي اوقفت وشلت حركة العالم وانتقال السلع والخدمات والأفراد في سابقة خطيرة لم يشهدها العالم من قبل.
شكل إنتشار كوفيد 19 انهيارا في أسعار النفط، أدى الى تراجع عائدات ميزانية الدولة التي تعتمد أساسا على تصدير المحروقات، وهو ما انعكس على تمويل القطاع الصحي الذي يعتبر من القطاعات الحساسة الذي تشكل مصاريفه جزءا كبيرا من الموازنة العامة، وهذا ما أوجب على الحكومة البحث عن اجراءات لدعم الانفاق على الصحة. وتهدف هذه الدراسة الى معرفة واقع الانفاق الصحي في الجزائر وإبراز الاليات الضرورية لدعم الانفاق العام على الصحة لمواجهة تداعيات أزمة كوفيد 19. وقد خلصت الدراسة الى ضرورة انتهاج اصلاح مالي يقوم على إعادة النظر في سياسة الانفاق على القطاع الصحي القائمة على إعادة التوازن فقط، وتفعيل نظام التعاقد بين المؤسسات الصحية ومؤسسات الضمان الاجتماعي، بالإضافة الى إصلاح النظام الصحي لاحتواء تكاليف القطاع الصحي المتزايدة، وتجنب هدر المال العام وذلك بتعزيز الإجراءات الرقابية وتبني نظام لقياس وتحليل تكاليف القطاع الصحي.
The spread of Covid-19 has led to a collapse in oil prices, resulting in a drop in the revenues of public budget, which is dependent on fuel exports. This has been reflected in the financing of the health sector, which is considered to be a sensitive sector with expenses that account for a significant part of the general budget. This is why the Government has to search for actions to support spending on health. This study aims to identify the reality of health spending in Algeria and highlight the necessary mechanisms to support health spending in response to the consequences of the Covid-19. The study concluded that financial reform should be pursued based on reviewing the policy of spending on the health sector based solely on rebalancing, and implementation of a contracting system between health institutions and social security institutions. and the need to reform the health system to contain the increasing costs, avoid waste of public money by strengthening surveillance procedures and adopting a system for measuring and analyzing the costs of the health sector.
