إن النضال الطويل الذي قاده العمال في إطار المنظمات التي تمثلهم على المستويات الوطنية وما حققه من مكاسب في هذا الإطار بالإضافة إلى كونه تجسيدا للديمقراطية فقد استطاع أن يوصل انشغالات ومشاكل العمال إلى مستواه الدولي أين لقي اهتمام منظمة العمل الدولية منذ إنشائها بعد الحرب العامية الأولى وحتى انضمامها إلى الأمم المتحدة، حيث تطور إلى حد كبير بعد أن صارت وكالة متخصصة تابعة للأمم المتحدة في إطار الاتفاق الذي أبرمته مع المجلس الاقتصادي والاجتماعي في 1946 أين كرست حماية حقوق العمال ومنها الحق النقابي والحرية النقابية في الكثير من الاتفاقيات الدولية التي تلزم الدول على حماية هذه الحقوق وتكرسها . وفي هذا الإطار إذن توفر للحق النقابي إطار عام للرقابة على تكريسه من خلال الأجهزة الرئيسية للأمم المتحدة كباقي الحقوق والحريات، كما توفر لها خصوصية للرقابة في إطار منظمة العمل الدولية كوكالة متخصصة في مجال الحق النقابي أو الحرية النقابية، وكل ذلك لمواجهة الانتهاكات التي قد تمس هذه الحق سواء من الدول المصادقة على الاتفاقيات أو التي لم تصادق عليها .

The labours’ long fight conducted within their representing organizations at the national levels and of what gains they have achieved in this framework; besides of being an embodiment for democracy, it has been capable to put the labours ‘ concerns and problems to its international level.,When it has got the interest of the International LabourOrganiztion since its fondation after the first world war and till its accession to the United Nations, where it has seen a largely progress after being a specialized agency belong to the United Nations in the framework of the agreement which it has concluded with the Economic and Social Council in 1946 ,when it was devoted to the protection of the rights of the labours and d among them the syndicat rights and its freedom in lot of international conventions that oblige the countries to save these rights and embody them. And so in this frame, the syndicat right has been provided by a general framework for supervazing its observance through the main sets of the United Nations like other remaining rights and freedoms, also it have been given a specialized supervision within the framework of the International LabourOrganiztion as a specialized agency in the field of the syndicat or its freedom,andall this in order to face the violations that touch this right either from the countries ratifying on these conventions or the non-ratifying ones.
