اجتاحت تقنية إدارة الأزمات حقل العلاقات الدولية بقوة، بعدما ظل ينحصر استخدامها في مجالات الاقتصاد والإدارة لمدة طويلة، ولا غرابة في ذلك مادامت هذه الوسيلة تتركز في مجمل الاجتهادات والمواقف وردود الأفعال المستندة بدورها إلى مقومات علمية وقانونية بغرض احتواء أزمة معينة، وهي أنجع وسيلة لاحتواء وتطويق المنازعات والأزمات وأقلها تكلفة، فبروز خلافات وصراعات ومواجهات بين الدول تشكل تحديا حقيقيا يواجه أصحاب القرار ويعد أمرا طبيعيا نظرا لتضارب المصالح في المجتمع الدولي، وهو ما يدعو إلى انتهاج تقنية "إدارة الأزمة" .
تحاول الورقة البحثية تناول الأداة الاقتصادية في شقها السلبي (العقوبات الاقتصادية)، كأحد أهم الأدوات والمداخل التي تستخدم في إدارة الأزمات الدولية، إلى جانب أدوات أخرى، يقرها "علم إدارة الأزمات"، مبينة مختلف استخدامات هذه الأداة، سواء كعقوبات وجزاءات دولية تتم في إطار صدورها عن مجلس الأمن، وهو ما يكسبها صفة "الشرعية"  أو في سياق صدورها بصفة منفردة، هذا من جهة، ومن جهة أخرى؛ استخدام الأداة الاقتصادية في شقها الإيجابي، كنوع من المعونات لإغراء وترغيب أحد أطراف الأزمة، لحمله على القبول بمطالب الطرف الآخر، وهو ما يعطي أهمية بالغة للدور الذي تلعبه الأداة الاقتصادية ـ بوجه عام ـ في إدارة الأزمات الدولية .
Crisis management technology has swept the field of international relations strongly, after having been limited to use in the areas of economy and management for a long time, not surprisingly, this method is concentrated in the totality of the jurisprudence, attitudes and reactions based in turn to the scientific and legal elements to contain a particular crisis, Conflict between countries is a real challenge facing decision-makers ,in the same time it is normal because of the conflict of interests in the international community, which calls for the technique of "crisis management".
This paper tries to address the economic tool in its negative aspects (economic sanctions) as one of the most important tools and approaches used in managing international crises, as well as other tools approved by the "crisis management science", indicating the various uses of this tool, In the context of its issuance by the Security Council, which earns them the status of "legitimacy" or in the context of their unilateral promulgation, in the other side The use of the economic tool in its positive form, as a kind of aid to entice and encourage one of the parties of the crisis, to make it accept the demands of the other party, Which gives great importance to the role played by Economic tool in general in international crisis management.
Dans un parc éolien, il est bien connu que la performance globale du parc est fortement liée aux types d’arrangement des aérogénérateurs dans le site. Un arrangement trop dense entraînerait des pertes considérables de puissance. Dans ce contexte, intervient notre travail, pour déterminer la micro-localisation optimale des éoliennes dans un parc et minimiser l’effet dû aux interférences de sillages des éoliennes. Pour ce faire, nous proposons un modèle numérique, basé sur la description linéaire du sillage, et la méthode d’optimisation de Monte Carlo, afin d’étudier la micro-localisation optimale des turbines en fonction des caractéristiques aérodynamiques et des espacements entre les turbines. La validité des résultats de simulation a été étudiée en utilisant les données expérimentales de NREL.
