إن قضية الأنهار الدولية من اعقد القضايا التي تواجه المجتمع الدولي وتكون مشتركة بين الدول، لكن جانب التعاون في هذه القضية كان ضعيفاً والسبب في ذلك هو عدم اعتراف طرف من الاطراف بحقوق الآخر، وهذا ماحصل عندما اعتقدت تركيا إن مياه نهري دجلة والفرات هي مياه تركية لأنها تنبع من اراضيها وعليه فأنها غير ملزمة من الناحية القانونية بإعطاء حصة ثابتة للدول المشتركة معها في النهرين، كما وانها غير ملتزمة بالقوانين الدولية التي تنص على الاقرار للدول الاخرى بحقوقها على النهرين وان الاخير هم انهار عابرة للحدود وليست انهار دولية، لذلك تركيا تعاملت مع هذه القضية بطرق ملتوية ولكن في المقابل وقف القانون الدولي وكل من العراق وسوريا في وجه هذه السياسة، وأكدوا انهما انهار دولية مشتركة بين الدول الثلاثة من المنبع الى المصب، وتم وضع المبادئ هي هذا الاطار والتي يجب الالتزام بها ونصت عليها اهم الاتفاقيات على المستوى الدولي هي اتفاقية قانون الامم المتحدة للاغراض غير الملاحية لعام 1997، إما بخصوص مبدأ الاستخدام الأمثل فهو مبدأ لم يتم النص عليه في الاتفاقية، لكن نادت به تركيا في اطار مفاوضاتها مع العراق إلا انها وضعت له مفهوم مختلف وخصصته في الاراضي الزراعية، غير انه يمكن ان يعمل هذا المبدأ ويتحقق عن طريق المبادئ الاخرى فهو يقترب من مبدأ الانتفاع المنصف والمعقول، فهو بمفهومه التوظيف الأمثل للموارد بشكل يحقق اكبر قدر من الفائدة، لذلك فهو يمكن ان يعمل في اطار الانهار الدولية الى جانب المبادئ الاخرى.

 
The exact solvable model of the Rydberg dressed interaction for twoparticles proposed by Kościk et al. is analyzed in the differentdimensions to single out the impact of the dimensionality. First weanalyze the effect on the energy spectrum then spatial correlations arestudied as the radial density distribution versus the position in the threedimensionalities. The results clarify the effect of the centrifugal forcesin the presence of long range interaction.
