هناك ضوابط اساسية حددها الدولة بالنسبة لمنح سمة الدخول للعراق ومنها منح سمة الدخول عند وصول الاجنبي الى داخل المطار اذا كان من دول الخليج ، اما اذا كان من خارج دول الخليج فأعطت منح السمة للمجاميع ( الخمس اشخاص) واكثر على المنافسين بضمانة احد شركات السياحة فالأخيرة هي المسؤولة عن وضعها للبرنامج في حال اظهار اي مشكلة ، وفي حال كان عدد الزائرين الاجانب اقل من خمسة ولديهم حجز مباشر مدفوع الاجر لدى الفنادق الدرجة الاولى او الممتازة فالأخيرة تتعهد لدى هيئة السياحة او الشركة تكون مسؤولة لمتابعة سمة الدخول لتسهيل الاجراءات داخل العراق مع الالتزام بإخراجهم في حال انتهاء الفترة الزمنية لأقامتهم .
تشكل فيضانات الأودية أحد أنماط الأزمات البيئية في الزمن المعاش إثر تعدي التجمعات العمرانية والسكنية على أنظمتها الهيدرولوجية؛ وذلك في غياب تخطيط ممنهج مبني على قواعد علمية واسس قانونية وآليات تطبيقية. تعد حاضرة الاغواط انموذجا لبيئة صحراوية هشة، بدت فيها معالم الحضرية منذ امد بعيد، وكانت في كثير من الاوقات عرضة للمخاطر الطبيعة على غرار فيضانات الاودية ومنها واد مزي وواد مساعد. ومع تمدد الرقعة الجغرافية التي تحتلها المدينة وسط توسع غير مراقب وتعد على ارتفاقات الاودية والذي ضاعف من خطرها على النسيج الحضري والبشري. ان استخدام نظم المعلومات الجغرافية تقنيات الاستشعار عن بعد واستغلال ما هو متاح من صور و مرئيات الاقمار الصناعية ومعالجتها ببرمجيات الحاسوب ودعم ذلك بالتحقيق الميداني مكننا من استخلاص الشبكات الهيدرولوجية وربطها بالنمو الحضري وبالمخططات العمرانية سواء الحالية او الاستشرافية ومحاولتنا لتفسير الظواهر الطبيعية واقتراحات للحد من مخاطرها. وأكدت النتائج أن أغلب قرارات المخططات العمرانية والهيكلية الحالية في هذه البيئة غير موجهة وبحاجة إلى تقويم علمي مبني على دراسات علمية مدعمة بالتقنية والتحليل والنتيجة الموثوقة.
: The valleys' floods constitution one of the patterns of environmental crises in the presenttime, due to the encroachment of urban and residential communities on their hydrological systems;This is in the absence of systematic planning based on clear rules, legal foundations, and appliedmechanisms.Laghouat is a fragile desert environment model, in which urban features are well known. It wasmany times vulnerable to natural hazards like valleys' flood, including the valley of M'zi and theauxiliary valley. The extension of the occupied geographical area and the non-control of the valleys'elevations ring the alarm to urban as well as human beings.The use of geographic information system and remote sensing techniques, the exploitation ofavailable satellite images and visuals, the computer software processing, and support for this in thefield investigation enabled us to extract hydrological networks and leads to link them to urbangrowth and urban plans, whether current or forward-looking and our attempt to explain naturalphenomena and proposals to reduce their risks.The results confirmed that most of the decisions of the current urban and structural plans in thisenvironment are not directed and need a scientific evaluation based on scientific studies supportedby technology, analysis, and reliable result.
