تناولت الدراسة نموذج مقترح لتفعيل المراجعة الخارجية في النظام المحاسبي المالي و السياسة الإقتصادية بالصومال . حيث تمثلت مشكلة الدراسة في السؤال الرئيسي التالي : هل ممكن اقتراح نموذج لتفعيل المراجعة الخارجية لتحقيق جودة مخرجات النظام المحاسبي و الموثوقية النظام المالي بما يكفل جودة المعلومات المالية كمدخلات لسياسة الاقتصادية . هدفت الدراسة الى اقتراح نموذج لتفعيل المراجعة الخارجية يمكن معه التأكيد على ايجابيتها على النظام المالي دون الاضرار بالسياسات الاقتصادية الصومالية . توصلت الدراسة الى النتائج منها : تفعيل ممارسة المراجعة الخارجية على السياسة الاقتصادية ضرورة لضبط الاداء المالي والانفاق القومي والرقابة عليه بشكل جيد . أوصت الدراسة بتوجيه الفكر المحاسبي لإجراء مزيد من الدراسات التي من شأنها تقديم تفسيرات إضافية بشان أثر تفعيل المراجعة الخارجية على كل من النظام المحاسبي المالي وكفاءة السياسة الاقتصادية في الصومال .

يعد اللّجوء إلى ممارسة الإضراب في قطاع الوظيفة العمومية من الحقوق المكفولة قانونا، غير أنّ هذه الممارسة قد تمس بعدة مبادئ قانونية هامة في مجال القانون الإداري من أهمها مبدأ سير المرافق العامة بانتظام واضطراد، لذا حاول المشرع الجزائري من خلال العديد من القوانين إيجاد توازن بين متطلبات ممارسة الموظف العمومي لهذا الحق والواجبات والالتزامات التي تفرضها مصلحة الإدارة المستخدمة، للوصول إلى إطار قانوني ينظّم ممارسة الموظف العمومي لحق الإضراب دون تعسف من طرف الإدارة المستخدمة له، مع ضمان حسن استمرارية سير المرافق العمومية.

Recourse to strike in the civil service sector is one of the rights guaranteed by law, but this practice may affect several important legal principles in the fiel of administrative law, the most important of which is the principle of regular and steady functioning of public utilities, for that the Algerian legislator -Through many laws- tried to find a balance between the requirements of the public official's exercise of this right and between the duties and obligations imposed by the interest of the employing administration, In order to reach of a legal framework that allows the public official to exercise the right to strike, without arbitrariness by the administration while ensuring the regular functioning of public facilities continuity.
