تناولنا في هذا البحث دراسة موضوع الجزاءات الادارية المترتبة على انتهاك الأمانة العلمية في التشريع العراقي ، إذ تعتبر الأمانة العلمية بمثابة الحجر الأساس الذي يُشيد عليه صرح التطور العلمي لاسيما في الميدان الأكاديمي ، لذلك لابد من الأخذ بنظر الاعتبار الضوابط التي تعطي للأمانة العلمية قيمتها الحقيقية ، إضافة إلى ضرورة الإطلاع على الدوافع التي تقف وراء حماية الإرث الثقافي للمجتمع والحقوق الذهنية للباحثين ، كما بينا المظاهر التي من خلالها يتم انتهاك الأمانة العلمية من أبرزها السرقة العلمية التي تعد الأكثر انتشاراً في الوقت الحاضر ومن ثم يتحتم علينا بيان الجزاءات المترتبة على انتهاك الأمانة العلمية المتمثلة بالجزاءات الجنائية والمدنية ، فضلاً عن الجزاءات الإدارية ، ولكننا اقتصرنا على تبيان الإدارية منها فقط المتجسدة ببعض الإجراءات المتخذة تجاه طلبة الدراسات العليا وأعضاء الهيئات التدريسية ، بيد إن الأمر متعلق بتوفر عنصرين في المصنف (البحث العلمي) وهما توفر عنصر الابتكار وتجسده بصورة مادية محسوسة .
This work deals with a theoretical investigation of structural, electronic,and optical properties of alkali metal tetrafluoridobromates materials thatcrystallize in tetragonal structure (NaBrF 4 , KBrF 4 , and RbBrF 4 ) using theDensity Functional Theory (DFT) within the pseudo-potential plane-waveapproach as implemented in Cambridge Serial Total Energy Package(CASTEP) code. The structural parameters are in good agreementcompared to the experimental values stated in the literature. Thecalculated electronic properties indicate that these ternary compounds arewide bandgap semiconductor materials. NaBrF 4 is a semiconductorcompound with a direct band gap, whereas, KBrF 4 and RbBrF 4 aresemiconductors compounds together with an indirect band gap. The mainoptical parameters are studied in detail. The large optical absorption rangein the ultraviolet (UV) region suggests that these semiconductor materialscould be helpful for specific implementations in UV optoelectronicdevices; therefore, this theoretical investigation is probable to motivatefuture experimental works.
